Where the bytes live inside a scanned PDF, the per-page budget a 500 KB cap really gives you, and the two scan settings that decide the whole outcome.

Five hundred kilobytes is the most widely used document cap in Indian government uploads, and the reason it feels impossible is almost always the same: the file is a stack of photographs of paper, captured at a resolution far beyond what anyone needs to read them.
Where the weight actually is
A PDF is a container, not an image format. When a scanned marksheet weighs nine megabytes, the text is not the problem. Inside the container sit full-resolution images — one per page, frequently captured at 600 dots per inch in twenty-four-bit colour — and everything else in the file, fonts and metadata and cross-reference tables, is rounding error beside them.
This explains an observation that puzzles people. A three-page document exported from a word processor barely shrinks when compressed, because its text is stored as vectors and there is almost nothing to squeeze. A three-page phone scan can lose ninety per cent of its weight with no practical loss of readability, because it is really three large JPEGs in a wrapper.
Who sets the 500 KB limit
Banking recruitment asks for supporting documents as A4 PDFs within 500 KB, scanned at 200 dots per inch in true colour (IBPS CRP Clerks-XIV notification).
A consular document upload page uses the same ceiling and adds the most useful sentence in this entire subject: an A4 page scanned in colour at 100 dots per inch comes to roughly 200 to 250 kilobytes (High Commission of India, Kampala — document upload). That tells you the limit was written by someone who had scanned a real page, and it hands you a working setting instead of a guess.
Other portals set tighter caps. The national scholarship portal's guidance limits each attached document to 200 kilobytes and accepts either PDF or JPEG (National Scholarship Portal FAQ). The Civil Services upload sheet asks for documents as PDFs in a 50 to 300 kilobyte range, which has a floor as well as a ceiling (UPSC instructions for uploading documents).
Convert the cap into a per-page budget
This is the single most useful mental step. Five hundred kilobytes for one page is luxurious. For four pages it is a hundred and twenty-five each, which a greyscale scan at 200 dots per inch meets comfortably. For ten pages it is fifty each, which will look soft no matter which tool you use.
If the arithmetic is impossible, the answer is usually not a better compressor. Ask whether the portal really needs all ten pages, or whether it accepts several separate attachments — many do, with a cap per file rather than per application.
The two settings that do the work
Resolution. Two hundred dots per inch is the sweet spot for text: every character is cleanly formed and legible on screen and in print. Six hundred dots per inch quadruples the data for detail no human reads. Most phone scanning apps default to something excessive.
Colour. A page of black text photographed in colour stores three channels of sensor noise for no benefit. Converting to greyscale removes roughly a third of the data before any quality is lost, and printed documents usually look cleaner afterwards because the yellow cast of indoor lighting disappears. Keep colour only where it carries meaning — a photograph, a coloured seal, a signature in blue ink that a verifier may want to see as blue.
Together, these two changes routinely take a nine-megabyte scan to under four hundred kilobytes before any compression tool is involved.
Capture technique, which beats every tool
Photograph the page flat with the phone parallel to it, in daylight, with the flash off. Crop to the paper edge so your desk is not part of the file. Use your phone's document mode if it has one — the perspective correction and contrast normalisation it applies typically halves the file size for the same readability, because a flattened, high-contrast page compresses far better than a shadowed, skewed one.
If you have access to a flatbed scanner, choose greyscale, 200 dots per inch, and JPEG output rather than PNG or TIFF.
Compressing an existing PDF
When the original document is gone and only the fat PDF remains, a compressor re-encodes the images inside it and rebuilds the container. Expect large gains on scans and small ones on text-native files. Check the result page by page: the failure mode to watch for is text that has become soft enough to misread a digit in a roll number or a date.
Things that block compression entirely
An encrypted or password-protected PDF cannot be re-encoded, and most uploaders refuse it anyway. Remove the password in the application that created it, or print to a fresh PDF from an unlocked view.
A PDF containing embedded fonts and vector graphics from a design program may be large for reasons unrelated to images; exporting it again with subsetted fonts is the fix there.
Do not wrap images in a PDF when the form wants images
A common and costly mistake. If the upload field asks for a JPEG photograph, a PDF containing a perfect photograph will be rejected. Read the field label rather than the general instruction paragraph when the two seem to disagree, because the uploader enforces the field.
A short recipe
Scan or photograph at 200 dots per inch in greyscale, crop to the paper edge, assemble only the required pages into one A4 PDF in the correct order, check the total against your per-page budget, and compress only if you are still over. Verify by opening the finished file and reading the smallest text on the busiest page.
