Start from the error message

An upload fails for one of four reasons: the file weighs too much, it weighs too little, its pixel dimensions are wrong, or its format is not accepted. Read the portal's exact sentence, pick the matching tool, and fix that one thing. Chasing all four at once is how an afternoon disappears.

What makes this different from the usual resizer

Two things. First, the minimum-KB field is a normal control here, not an afterthought, because half of all Indian form rules are windows — ten to twenty kilobytes, twenty to fifty kilobytes — and a tool that only respects the ceiling will happily hand you a file the portal calls too small.

Second, every exam and document page cites the notice it took its numbers from, with the document title and the date we read it. Where a commission publishes nothing, we say so instead of repeating a figure that has been copied between websites for a decade. That is why the Staff Selection Commission page tells you there is no photograph size to hit, and why the Aadhaar page tells you no photograph upload exists at all.
